David Sterner (Chief)
I became Chief
of the Lower Windsor Township Police Department in 1998. I am pleased
to serve in an area where I grew up. I know many of the families and
residents of the area and I attended Eastern High School. I moved to
Leaders Heights in 1974 and graduated from Dallastown High School. I
then spent four years in the Air Force. My experiences in business
included being vice-president of a marketing firm in Wilkes-Barre, and
business manager for two specialized flooring companies. I have
attended many courses on business management and supervisory
practices. I ran my own business and did consulting work for various
companies. I still do some consulting work on a limited basis.
I was a police officer in Wrightsville for several years before coming to
Lower Windsor.
My philosophy for the department is one based on what I
believe to be a common sense approach. Police officers are really not
much different then anyone else. The only real difference is that we
have the power to take away freedom from those who break the laws. As
a department, we will be sure that it is necessary and that no matter whom
we deal with, we will treat them as a human being and with the respect they
deserve. This can be a difficult job but I feel the officers of the
Township understand this view and carry it with them.
I am conservative by nature and my hobbies include
hunting, boating, and wildlife. I am married and have three
children. I am pleased to raise my family in this area and on a
personal note; I would like to express my thanks to the residents of the
township who have made my job so much easier. When I came back to
Lower Windsor, it was like coming home. For that I am grateful.

Tim Caldwell (Sergeant)
Lower Windsor Township has been where I have called home since 1973. I have
grown up in this area and currently live in this area.
I attended Grace College in Winona Lake Indiana from 1984 through 1988. My
major at College was Business Administration and Business Education and I
minored in Behavioral Science. My Law Enforcement career started in
February 1992 in Lancaster County, and although this is not what I
originally intended for my life I am proud of this position that I now
hold. My education in school as well as in police work has taught me that
even good people can mess up.
I am a certified FireArms Instructor and ASP Baton Instructor. I currently
look forward to the future of the Lower Windsor Township Police Department
as we prepare for the 21st Century.

L. James Thomas Jr.
(Corporal)
Hi! I am Officer Jim Thomas. I got my start in police work when I graduated
from Reading Police Academy in 1994. I was employed part-time by the Berks
Central Processing Center as a DUI processor at the time. My first job as a
Police Officer was a patrolman for Quarryville Borough, Lancaster County. I
later took the opportunity to move to Lower Windsor's Police Force in the
spring of 1998. While serving as patrolman for Lower Windsor, I have been
assigned various roles including that of Juvenile Officer and DUI, Megan's
Law, and hate crimes.
In my free time, I like to collect antiques with my wife and to search for
police patches. I enjoy working for the people of Lower Windsor Township
and look forward to continuing to do so in the future.

Chris Kortright
(Patrolman)
In October of 1999, Officer C. S. Kortright was hired by Lower Windsor
Township Police Department. Prior to that he served as a Patrolman for
Myerstown Borough Police Department. He is a graduate of H.A.C.C. Police
Academy's 7th modular Police Academy Class. He is married with one child.
He enjoys reading books on criminal psychology, human behavior, and
forensic evidence. His hobbies include collecting police memorabilia and
baseball cards. He enjoys hiking, fishing, bike riding, bowling and
spending time with his family. Personal Message:
"The most important thing we can give our children today is not the
latest in clothes or toys, or even money. It's the gift of our time. If
parents take time to spend with their children while growing up. The
chances are, their children might not be "doing time" when they
are older".

John Lawton III
(Patrolman)
Officer Lawton joined the Lower Windsor Township Police Department in
January 2000. He has a Bachelor's Degree in Criminal Justice from Penn
State University, which he received in the fall of 1999. Officer Lawton
also graduated from the 75th class of the Harrisburg Police Academy in
December 1999. Working for the Lower Windsor Township Police Department is
Officer Lawton's first police position.

John Vitko (Patrolman)
I was born and raised in
Lancaster County where I attended the Manheim Township High School. I
graduated in 1987 and worked for a screen printing company in Lancaster for
1 year before attending Williamsport Area Community College for graphic
arts. I returned to Lancaster after the first semester and started working
for Sandt Products. Sandt was a paper converting company that
manufactured printing paper as well as register tape. I was the traffic
manager for the facility and managed the shipping and receiving crew as
well as did the monthly inventory of product and supplies. I left Sandt
products in the fall of 1996 to work for BJB International as the wholesale
sales manager. BJB was a wholesale jewelry firm in which I did over the
road sales as well as inventory of diamonds, gold and precious gems. I went
into business for myself as a fugitive recovery agent and started F.L.E.D.
(Fugitive Location Enforcement Detail) in the fall of 1998. I worked
in the bail bond industry until March of 2001 investigating and apprehended
bail bond fugitives. In the summer of 2000 I attended the Reading Police
Academy and graduated in December of 2000. I got married in February of 2001
and worked for Office Max until my hire with the Lower Windsor Township
Police Department on the 19th of November 2001.

Dean Leppo (Patrolman)
P/T
Dean Leppo started with the York City Police Department in 1969. He spent
the first four years on swing shift in the Patrol Division. Then he was in
the Investigative Division for one year. After that he went on the midnight
shift for the next 15 years. In 1990 he went on day work, where he stayed
until his retirement in 1996. He was a Firearms Instructor and a member of
The Hostage Negation Team. He talked to several persons for 15 to 20 hours
resolving the incident, and with no loss of life. Dean has received several
accommodations from the City of York, the Knights of Columbus and the
County of York, including a personal accommodation from the mayor and the
Mayors Medal of Accommodation. In the Year 2000 he joined the Lower Windsor
Police Department, where he is currently working on a part time basis.

Secretary Molly Miller
Raised in Wrightsville,
I graduated from Eastern York High School in 1990, and then attended
Consolidated School of Business and received an Associates Degree in
Computerized Office Management. My first job was at the Children’s Home of
York, where I was employed for 7-8 years. Initially, I was employed as the
receptionist and eventually became the Agency Office Manager. My last place
of employment was PA Counseling Services, where I was the BHRS Coordinator
and did case management for therapeutic support services for children with
Mental Health Disorders. In July of 2004, I started with the Lower Windsor
Township Police Department. I wanted something much closer to home and am
very proud to be a part of the team. I am married and have 2 children. My
hobbies include camping, sprint car racing, and attending sporting events
with my family.
